No, it is not. Maintenance and repairs usually do not require building permits. Just to be on the safe side, you can ask your local building inspectors for their advice, but I'm sure you do not need a permit.

I would say not to use the toilet, but as the earth is dependent on the amount that you replace. If it's just ripping and the old tiles with new tiles, I really doubt. Both jobs are less dangerous.
But do not forget, in the bathtub with a damp cloth plug on large emissions of methane entering your house while he sits on the water hose to avoid in the toilet.

To be sure, pop the mayor of your city and get building permits. You will be able to answer your questions.

Depends on where you live, but I think he does because he makes no real electrical or plumber.
